Councillors are hereby summoned to attend the Ordinary Meeting of the Council on Tuesday the 4th of April 2023 commencing at 7.30 pm at Waltham Village Hall for the transaction of the business described in the following Agenda. Supporting documents can be found in an Agenda Pack on the Parish Councils website. Members of the public may make representations, answer questions and give evidence in respect of the business on the agenda during the Public Session (Standing Order 3e).
AGENDA
- To receive any apologies for absence.
- To receive Declarations of any Disclosable Pecuniary Interests and Other Significant Interests.
- To approve the minutes of Motions and Resolutions of the meeting held on the 7th of March 2023.
- Public Session: To receive representations questions and evidence from the public on agenda items.
- Chairman’s Report. To receive an update on current issues:
- Progress on the Waltham Parish Plan.
- Update on May elections.
- Planning for the Annual Parish Meeting.
- To receive reports: from County and City Councillors.
- County Councillor Mike Sole (previously circulated).
- City Councillor Robert Thomas.
- Financial Matters:
- To receive a year end Finance Report for the period 1st of April 2022 to 31st of March 2023.
- To consider any implications for the 2023 – 2024 budget.
- To approve a Payment Schedule.
- Planning Application: To consider a response to the City Councli on application CA/23/04498 Waddenhall Farm.

Minutes of the Ordinary Parish Council Meeting held on the 2nd of April 2023 at Waltham Village Hall
In line with the Transparency Code all public documents relating to the meeting are published in an Agenda Pack on the Parish Council Website at https://walthampc.org.uk
Present: Parish Councillors: John Barry (Chair), Jane Robinson, Sue Browne, and Ben Grillet,
City Councillor Robert Thomas was also in attendance, as was Tony McCord, parish clerk and one member of the public.
The meeting commenced at 7.30pm with a welcome by the Chairman.
23/24.001 Apologies for absence:
Apologies were received from Cllr Chris Crowley due to work commitments.
23/24.002 Declarations of any Disclosable Pecuniary interests or Other significant Interests:
There were no declarations of interest.
22/24.003 Approval of Minutes:
The minutes of the Ordinary Meeting of Council held on the 7th of March were unanimously approved as a correct record of business and resolutions and signed by the Chairman.
23/24.004 Public Session:
Mr John Hockley, the member of the public, introduced himself as a prospective candidate in the forthcoming Parish Elections. Members wished him well in his endeavours.
23/24.005 Chairman’s report:
- Parish Plan: Cllr John Barry updated Members on progress. Questionnaires had been commercially printed and distributed to 130 households in the Parish with PAWNews with the kind collaboration of Mike Thompson and his team of volunteers. The Chairman expressed sincere thanks on behalf of the Parish Council.
- Update on the 4th of May elections: Members advised that those standing as candidates for election had completed their nomination papers. It was noted that four nominations had been submitted and one seat was likely to remain vacant, which may necessitate a post- election recruitment drive and transparent co-option under legislation (LGA 1972 s.89.6).
- Planning for the Annual Parish Meeting: Cllr Barry confirmed that an agenda and invitation to produce reports would be distributed in the next few days, together with the minutes for the 1972 APM. Cllr Jane Robinson agreed to coordinate light refreshments as last year and Members unanimously Resolved to reimburse invoices from contingency funds at a level similar to last year. Action: Cllr Robinson
23/24.006 Reports from County and City Councillors:
- A report from County Councillor Mike Sole had previously been sent to the Parish Council and published on Waltham Mike reported on his involvement with a range of issues including speed restrictions in Bramling, Woolage Village, and Petham Stone Street; Highways Improvement projects; restrictions to bus services; opposition to elements of the City Council Local Plan.

- City Councillor Robert Thomas presented his report at the meeting, commencing with an update on funding for Special Educational Needs and Disabilities provision, and continuing with news on grant funding for Kingsmead Leisure Centre; new council housing at Kingsmead; new rules to improve public enjoyment of beaches; a scheme to assist households purchase solar panels; and a revision of the Thanet way closure to enable improvement

Members Resolved to approve the schedule subject to internet banking authorisation by Cllr Jane Robinson and Cllr Sue Browne. Action: Clerk
2023/24.008 Date of Next Meeting: Business having been concluded the Chairman closed the meeting at 8.30pm. The next Ordinary meeting will be held on Tuesday the 2nd of May commencing at 7.30pm.
